[frontend] Render NBA recommendations in merchant activity timeline

Description

Sub-issue of #977.

Scope

• Create an NBA recommendation activity handler component that renders a concise recommendation card in the activity feed.
• Use existing chat/activity UI components for a minimal look.

Acceptance

• Recommendation shows action title/summary and metadata (confidence/urgency if provided).
• Renders cleanly in partner merchant detail activity timeline.
